October 10, 2007 Meeting Watch Includes Clarissa City Council Clarissa City Council by Carolynne Bisel All members of the council were present for the regular meeting held on October 1. Guests present were: Sonja Vlach, Chris Luebben and Thomas Lee. The meeting was one hour and thirty minutes long. Actions · The council accepted the monthly liquor store report presented by Chris Luebben. · The maintenance report for the month was accepted as presented by Thomas Lee. · New business on the agenda was an appearance from Sonja Vlach. She presented the council with a "Notice of Objection" on why the city of Clarissa had chosen North Country Inspection Services to handle property clean up assessment and notification to residents not in compliance with city ordinances. The city council agreed that in hindsight the matter could have been handled more amicably. · Approved the city's request of authorization to disconnect delinquent accounts. · Approved the building permit application for Paul Whitaker to build a 24'X28' garage. · Approved the request from Brian Johnson concerning his unusually high water bill due to the broken meter. The council agreed to allow Johnson to take the average cost before it broke and to pay only that. · Approved request for extensions on building projects to those residents that needed more time. · The council set a public hearing date of November 5, 2007 at 6:45 p.m. to address review files of building inspection for the Einer Wang property. · Approved the wage recommendations (pay scale) for all city employees as of July 1, 2007. Discussion Without Action · The council briefly discussed the statewide No Smoking Ban that became law as of October 1, 2007. They agreed to wait and see before making any decisions about creating a smoking area outside of the municipal liquor store. · The mayor, Nathan Mclaughlin, clarified the city of Clarissa's obligation with North Country Inspection Services and how the contract ties in with the Cities Comprehensive Plan for the future positive appearance of property throughout the town. · The city administrator, Sue Kent, explained that it was the city's responsibility to replace and install any faulty meters. |
