Kathy Langer and Dacia Carr gave an update on Todd-Wadena Community Corrections. Juvenile probation cases have slowly risen, matching levels from approximately 15 years ago, while adult probation cases have declined due to changes in their pre-trial program that began in 2019.

Types of crimes include drug crimes, DWI (Driving While Intoxicated), assault-related offenses, crimes against administration of justice, fleeing from police and escape from custody.

The pre-trial program has experienced some challenges, particularly after losing a dedicated pre-trial agent in 2019. Since then, cases have been redistributed among existing agents, and a major caseload shift was made in early 2025.

When assessing pre-trial cases, they use the Minnesota Pre-trial Assessment Tool (MNPAD). The tool aims to objectively evaluate an offender’s risk level, helping courts set appropriate release conditions, and provide appropriate supervision and support.

Community Concern for Youth (CCY) helps divert young people from the criminal justice system. Their Sentence to Service program provides valuable community work. However, it now faces potential state funding cuts as it was not included in the Governor’s budget for 2026....
