Opening in September - Todd County’s $10M Waste Project Sets New Standard for Rural Recycling

On June 4, 2019, the Todd County Board of Commissioners submitted a letter to the Minnesota Pollution Control Agency (MPCA) expressing their intent to apply for Capital Assistance Program (CAP) grant funding to support the construction of a new transfer station facility. A final grant application was submitted in March 2021.
In January 2022, the MPCA awarded Todd County a $4,000,000 grant through the Solid Waste Processing Facilities Capital Assistance Program. In addition to the CAP grant, the State of Minnesota allocated $2,795,000 from its General Fund to support the project.
Following the bid process for the general contractor, the total project cost was updated to $10.2 million, covering both construction and equipment for the new transfer station and Household Hazardous Waste (HHW) facility.
Todd County’s cost-share includes:
• $1.0 million loan from the General Fund
• $1.0 million in American Rescue Plan Act (ARPA) funds
• $1.3 million from the Solid Waste Enterprise Fund...
