Todd County Secures 2026 Energy Assistance Program for Residents

On August 5, Todd County Commissioners met with a quorum having three commissioners in attendance. Commissioner Lew Noska and Commissioner Tim Denny were absent.
The commissioners approved to accept the 2026 Low Income Home Energy Assistance Program Grant Contract and Internal Controls.
Todd County Health & Human Services will administer and deliver the Energy Assistance Program to Todd County residents beginning October 1, 2025.
The Office of the Legislative Auditor (OLA) requires the Minnesota Department of Commerce to ensure service providers maintain an effective internal control system and appropriate management of public funds. The Internal Controls Documentation (ICD) helps meet this requirement by documenting specific aspects of a Service Provider’s Internal Controls.
Commissioner Becker stated after reading the document it listed part-time employees and asked if this was the most effective for administrating the program. Health and Human Services Director Jackie Och stated that seasonal and part-time workers are hired as it affects benefits.
Commissioner Byers stated after an exhaustive discussion on finance about the entire program he was reassured that the program is administered in an efficient manner with zero fraud because of the controls being used. Looked at staffing and program in its entirety it made sense to continue the program as is.
