Convicted Child Predator Living in Clarissa Attempted to Meet a Child in St. Cloud

A viral video circulating in the area involving Three Two0 PredPatrol and posted online April 25 shows a man posing as a 13-year-old girl online before arranging to meet Patrick Lyndon Walker at the St. Cloud Mall. According to the video, Walker allegedly sent sexually explicit photos to the decoy before being confronted at the meeting location. A petition for civil commitment has been filed by Todd County Human Services for Patrick Lyndon Walker, 35, who resides in Todd County. Walker was released from the Minnesota Correctional Facility on April 20, but Todd County officials were not informed of his release until April 24.

“The POR (Predatory Offender Registry) site was updated on his new location, but we were not told that a notice was required and he was released without one,” explained Sheriff Michael Allen.

Court documents state that there is evidence to support claims that Walker is a “sexually dangerous person,” as defined under Minnesota Statutes section 253D.02. The Todd County Attorney believes there is sufficient cause for this petition based on Walker’s history.

Walker’s record includes several instances of harmful sexual behavior.

In 2011, he met a 16-year-old girl online while he was 21. He claimed he was unaware of her age and ceased contact once he found out. They had engaged in sexually oral acts on one occasion.

In March 2014, Walker offered money to an adult female for sex and was convicted in April 2015. He admitted this behavior was a pattern, stating it was easier for him than pursuing a relationship.

In 2015, Walker sexually assaulted his 16-year-old foster sister on multiple occasions, using force. He was charged with three counts of fourth-degree criminal sexual conduct and domestic assault by strangulation, ultimately pleading guilty to the latter. During treatment, he confessed to the assaults, claiming he believed the actions were consensual.

Walker also reported engaging in consensual sex with another foster sister, 20, in 2015 when he was 25.

In 2018, while on probation for prior offenses, Walker contacted a 14-year-old girl on Facebook, offering her $200 to hang out and $50/$100 for nude photos. He later suggested they engage in sexual acts in a hotel room. He was charged with soliciting a minor for prostitution and electronic solicitation of children, receiving a stayed sentence...
