New DNR Licensing System Brings Convenience... and some Growing Pains
Minnesota’s new Electronic Licensing System (ELS) is intended to make purchasing and carrying hunting and fishing licenses easier, but the system’s launch also came with some early bumps for users.
The Minnesota Department of Natural Resources launched the first phase of the new system in June, replacing a licensing system that had been in use for more than 25 years. The new system allows customers to purchase licenses online, through the MN DNR Licensing mobile app or in person from a license agent. Licenses can then be carried on paper, as a PDF or within the mobile application.
“The Minnesota DNR is thrilled to bring this modern licensing system to Minnesotans today,” DNR Commissioner Sarah Strommen said in the launch announcement. “This new system is a major step forward in how Minnesotans and visitors alike access hunting and fishing opportunities through flexible and convenient license purchase and storage options.”
The DNR had anticipated that some customers would need help adjusting to the new system. Before the launch, the agency said it and its vendor partner, PayIt, would have staff available to assist users, along with user guides and how-to videos. Following the launch, the DNR continued directing users to those resources and to its information lines for assistance.
