Questions about Energy Assistance Program are Answered

At the regular Todd County Commissioners meeting held on March 17, the commissioners were presented information about the Todd County Energy Assistance Program (EAP) by Amy Zimmerman, Health and Human Services, along with a request to approve the EAP for Federal Fiscal Year 2027.
EAP funds are available to assist both renters and homeowners who qualify with energy bills and/or homeowners who need additional assistance for heating system repairs or replacement. Currently, 1132 applications have been approved, which is a 8.27% decrease in applications for funding from 2025. This may be due to the 30 days delay in receiving federal funds because of the government shutdown.
The EAP staff is currently conducting outreach to 288 pre-logged households who participated in the 2025 EAP program.
The average heat award is $647 and grant range is from $200 to $1,400 based on cost and consumption from electric and heating vendors, household income, and number of household members. Each year the Minnesota Department of Commerce sets a matrix that electronically calculates the award amount.
The primary heat paid to date in Todd County was $737,546, Crisis Assistance (up to an additional $600) $155,799, and Emergency Repair and Replacement $203,751.62.
Commissioner Byers asked about the 288 pre-logged households and if amount of funding changes based on applications. Zimmerman stated 2025 households automatically get an application in October and will get a follow-up if they haven’t applied...
