Commissioners Adopt the 2026 County Fee Schedule Excluding Park Fee and Cannabis

At the regular Todd County Commissioner meeting held on October 21, Denise Gaida, auditor-treasurer, presented the County Fee Schedule for adoption with alterations and noted no public input was received.
The park fee schedule was removed due to the Park Board meeting input.
Adam Ossefoort, planning and zoning, requested C. Commercial & Industrial, 5. Cannabis Business Land Use Permit Fee, $1,000 per 100 sq. ft., be removed and Cannabis Business fall under the fee set for all new business construction. The county attorney and administrator recommended that Cannabis Business not be treated any different than any other business. Commissioner Neumann stated the state has our hands tied.
Commissioner Noska asked why it is allowed to have an Adult Use Business fee but they can’t have a separate fee for cannabis?
Ossefoort stated it was recommended to take it as a regular business for 2026 and review in 2027.
Gaida suggested the commissioners gather input at the coming commissioner conference.
Commissioner Becker asked if they could set a fee that covers the cost planning and zoning will incur in working with applicants establishing a cannabis business?
Ossefoort stated since this is new there are so many unknowns.
Commissioner Denny asked why not a fee for each visit like there is for septic systems?
Ossefoort stated there is nothing in the statute that says you can’t separate but the lawyer is recommending to leave it for 2026.
